Qualified people on every operation
A qualification matrix with expiry control, the permit check at operation start, military registration and staff reservation kept as documents, and pay from what the shop floor recorded.
Three questions about people, three spreadsheets
The shift master asks whether this worker holds a valid permit for this operation. HR asks how many employees are reserved and whether you are inside the quota. Accounting asks how much to pay and for what. Three separate files answer, and never agree.
Here it is one loop: qualifications are checked when an operation starts, reservation is a document with a history, and payroll comes from the shop floor's time records.

You keep qualifications as records
The catalogue lists what the plant tracks: trade grades, certificates, work permits, medical clearances and safety briefings, with a validity and a maximum level. Each employee document is one record with its number, issue date and valid-until date. The status is computed, never typed: Valid, then Expiring soon 30 days ahead, then Expired.

You set the requirements where the work happens
Required qualifications with a minimum level are set on the routing operation, the work centre and the operation type. They are merged, and the highest level wins.

The check fires at the start
Start an operation from the workstation, the operation card or the shift planner and the system checks its workers, naming each gap: no document, expired, or a level too low. The mode is Off, Warn (the default) or Block. Nightly assignment generation puts qualified workers first and warns when nobody qualified is free.

You read the qualification matrix
Employees against qualifications, every cell a chip with a date: valid until, days left, expired, revoked or missing. An "Only problems" mode narrows it down, and a daily job recalculates statuses and notifies the shift master and the employee.

You prepare the reservation lists
The basis is a critical enterprise decision: number, date, authority, validity and quota percentage. In a reservation list you pick candidates by position and MOS code, and the preview shows each result: will be added, already listed, reserved elsewhere, over the quota. Lines move through Proposed, Submitted, Approved with a deferment number and date, Rejected or Removed with a mandatory reason.

You keep the quota and the dates in view
The board shows military-liable and reserved employees, quota usage against the allowed share and deferments expiring soon. The quota warns, it does not block: approving over it succeeds, but is flagged and notified. Ticking "Dismissed" or Conscripted removes the employee's open lines with the matching reason, written to the history. The rules that change are settings and lookups, not law hard-coded in the product; the printed form reminds you to check it against the regulation in force.

Time and pay come from the shop floor
Every completion writes a time tracking row: worker, operation, work centre, start, end, minutes, shift assignment. The operator sees his own rows on the "My time today" tab. Attendance and worked minutes go into the shift fact and drive the split. Payroll comes from time and output with overtime, night, weekend and holiday premiums. The piece-rate part follows a worker's own recorded output; where nobody recorded individual quantities it is split across the brigade by logged minutes.

The check fires at every operation start, whatever screen it came from, naming the person and the document.
A certificate does not lapse quietly
Statuses are recalculated daily and notified to the responsible role and the employee, long before expiry.
Reservation is a document, not an e-mail thread
The history keeps who left reservation, when and why; the list prints as an A4 form in three languages or exports to CSV.
Pay from the actual records
The calculation rests on time and output recorded on the shop floor. Rates and amounts are visible only to finance roles.
On the phone, honestly
All 47 sections open in the Creatio mobile app, personnel included. HR sections are read-only there and offline mode is not configured, so the app needs a connection.
